The National Labor Relations Board (NLRB), an independent federal agen-cy,
specifically oversees labor-management relations involving most pri-vate sector
employees through administration and enforcement of the Na-tional Labor
Relations Act (NLRA). (The National Mediation Board, also an independent
agency, administers and enforces the Railway Labor Act. It governs labor-management
relations in the airline and railroad industries.) According to the NLRB,
Congress passed the NLRA in 1935 “to protect the rights of employees and
employers, to encourage collective bargaining, and to curtail certain private
sector labor and management practices, which can harm the general welfare of
workers, businesses and the U.S. econo-my.”
